Pas Pelajar Anak ke Sekolah Rendah
Sebagai full-time student di Universiti Utara Malaysia (UUM), saya dan istri duduk di UUM bersama tiga orang anak kami. Setelah setahun lebih menetap di hutan Sintok, anak pertama kami, Dhea Qistina menginjak umur tujuh tahun. Di Malaysia, anak berumur 7 tahun boleh masuk Sekolah Rendah atau Sekolah Dasar.
Ketika mengurus "Student Pass" untuk Dhea, saya datang ke Office of International Affairs UUM untuk menanyakan prosedur aplikasi Pas Pelajar untuk anak saya. Seorang staf yang menerima saya berkata: "Kami tidak tahu sama ada kami yang urus atau orang tua. Sila datang lagi minggu hadapan, setelah ada informasi dari pihak imigresen Alor Star."
Akhirnya, tanpa menunggu informasi dari International Affair (yang sedang akan bertanya ke Imigresen Alor Star), kami putuskan untuk meng urus sendiri Pas Pelajar anak kami tanpa melalui Office of International Affairs UUM.
Inilah prosedur yang harus saya lalui:Pertama,orang tua datang ke JABATAN PELAJARAN NEGERI KEDAH, Kompleks Pendidikan Jalan Stadium, 05604 Alor Star, Kedah Darul Aman (http://www.kedah.edu.my) untuk ambil borang (form) P.U.(A) 275 PERMOHONAN PENERIMAAN MASUK MURID BUKAN WARGANEGARA KE SEKOLAH KERAJAAN/SEKOLAH BANTUAN KERAJAAN.
Kedua, setelah borang di atas diisi, orang tua datang ke sekolah yang hendak dituju, dengan membawa tiga salinan borang ini bersama dua salinan dokumen-dokumen berikut yang telah ditentu sahkan (legalisir) yaitu: surat beranak/ akta kelahiran; kad pengenalan passport murid dan ibu bapa; offer letter ibu bapa dari UUM; akta nikah/surat nikah.
Ketiga, sekolah akan membawa semua dokumen di atas ke Jabatan Pelajaran Negeri Kedah setelah disahkan oleh Guru Besar sekolah (Kepala Sekolah).
Keempat, orang tua datang ke Jabatan Pelajaran Negeri Kedah untuk menayanyak progress/ perkembangan PERMOHONAN.
Kelima, Jabatan Pelajaran Negeri Kedah akan mengirim surat via pos ke alamat orang tua. Surat itu berbunyi, jika lulus, antara lain: "…dimaklumkan bahwa permohonan tuan untuk mendaftar sekolah anak sesi persekolahan tahun ….. telah diluluskan."
Keenam, setelah menerima Surat Kelulusan, orang tua datang ke Jabatan Pelajaran Negeri Kedah
Untuk membayar fee RM 120.00 setahun di Unit Kewangan Jabatan Pelajaran Kedah secara bank draf/ wang pos.
Ketujuh, setelah pembayaran lunas, Jabatan Pelajaran akan mengeluarkan surat "PERMOHONAN PAS PELAJAR" yang antara lain berbunyi: "Jabatan ini tiada halangan untuk tuan mengeluarkan PAS PELAJAR kepada pelajar tersebut…"
Kedelapan, dari Pabatan Pelajaran orang tua datang ke sekolah yang hendak dituju untuk meminta surat dari sekolah yang antara lain berbunyi: "…pihak sekolah tiada halangan untuk menerima pelajar berkenaan."
Kesembilan, orang tua datang ke Jabatan Imigresen Negeri Kedah di Wisma Persekutuan, paras 2, Alor Setar untuk ambil: (1) Borang Imm. 14 (harga RM 1.00); (2) Personal Bond; (3) Lampiran Student's Personal Data (yang ini boleh didownload di (ttp://www.imi.gov.my/forms/students_personal_data.pdf)
Kesepuluh, orang tua datang ke Post Office untuk beli "Stem Hasil" (materai) seharga RM 10 untuk ditempelkan di Personal Bond, kemudian datang ke Pejabat Pemati stem (untuk personal bond boleh orang tua yang jadi guarantor boleh juga teman orang Malaysia, kemudian saya beli stem hasil di Post Office UUM, kemudian ke Kubang Pasu untuk matikan stem).
Kesebelas, orang tua (dengan membawa anak yang akan sekolah) datang ke Jabatan Imigresen Negeri Kedah di Wisma Persekutuan, paras 2, Alor Setar untuk menyerahkan : (1) Borang imm.14 yang sudah disisi; (2) Student's personal data; (3) Personal Bond; (4) 2 keping gambar pemohon/anak (saiz pasport); (5) Salinan/copy Pasport pemohon/anak; (6) salinan/copy akta kelahiran anak; (6) salinan/copy pasport orang tua; (7) Surat dari Jabatan Pelajaran Negeri Kedah--Permohonan Pas Pelajar; (8) Suarat dari Sekolah--tiada halangan menerima; (9) Offer Letter orang tua dari UUM.
Keduabelas, permohonan akan diproses oleh imigresen dalam 7 hari kerja.
Ketigabelas, pada hari ke-7 setelah permohonan diserahkan ke Imigresen, orang tua datang ke Jabatan Imigresen Kedah. Bawa pasport asli anak untuk tempel stiker "Student Pass" dan "Journey Performed Visa."
Biaya (fee): RM 590.00 (Lima Ratus Sembilan Puluh Ringgit Sahaja) dengan rincian berikut:
1. Visa Single Entry (JP) RM 15.00
2. Bayaran Proses JP (Journey Performed) RM 500.00
3. Pass Pelajar Baru RM 60.00 (setahun)
4. Visa Multiple Entry RM 15.00

Apa itu JP Visa (Journey Performed Visa)?
Students from Indonesia, Philippines, Korea & Thailand are permitted to enter Malaysia under 'Social Pass' prior to Student Pass approval. However, these students are later required to pay RM500 for a 'Journey Performed' (JP) Visa before the Student Pass is endorsed.

Or does it only cost me RM10??! I am an individual applicant, if that makes a difference....
I have little understanding of how the bond works and would be very grateful of any assistance. Thanks very much in advance.

You're correct, the Bond Form costs you only Rm10. You need to fill it and take it to the Tax Office where you pay them Rm10, they stamp it and then you take it back to the Immig Dept that process your Application.
As for the Tax Office, if you're doing it in KL then I'm not able to tell you where to go. Maybe some one here from KL will be able to give you the info.
But, if you're doing the application in Penang, the Tax Office is the building on Beach St (Pantai Tali). It's right across from the Island's Immigration Office. But, you need to go over to Seberang Prai's Immigration Office that process MMSH Applications.
Since you're applying it on your own you just ask your M'sian friend to be your Guarantor not Sponsor. You don't have to pay the Guarantor any thing like paying the Sponsor. As long as you abide by the rules and your Guarantor trusts you, then that's all that matters
Go with your Guarantor because if you don't understand how to fill in the form the Immig People are very helpful in the MMSH Section.
Make a copy of both sides of the Guarantor's IC Card and bring the real one along for cross-checking.
